The Salt Spring Local Trust Committee discussed zoning as one way to support workforce housing, including proposed Bylaw 530 on accessory dwelling units. Trustee Laura Patrick said the bylaw was intended to make it easier to provide secondary suites, detached cottages or suites in accessory buildings, and that it could provide some units but would not solve the housing issues. [1]
The minutes record discussion of housing agreements, including a public comment that a covenant required rent to be no more than 30% of average provincial income. The minutes also say trustees discussed how the Official Community Plan project could address community housing needs. [1]
A member of the public asked about the timetable for Bylaw 530; the minutes say there was discussion that the proposed bylaw would be addressed in less than a year. [1]
The meeting also included questions about bylaw enforcement. The minutes record discussion that enforcement priorities were complaint-driven, and that Trust Council had requested an ombudsman report on Islands Trust bylaw-enforcement activities. [1]
On live-aboard boats, the minutes say trustees discussed the Clean and Safe Harbour Initiative and noted it was a community initiative, not under the direction of the Local Trust Committee. [1]
