The Salt Spring Island Local Trust Committee asked staff to include wildfire resiliency in the proposed Official Community Plan and land-use bylaw project, and to prepare a detailed, phased work plan for committee approval.[1] The business case was requested for consideration in the Islands Trust Finance Committee’s 2024-2025 budget.[1]

The committee’s amendments call for the work plan to identify required outside expertise, a timeline, estimated costs, activities, interagency cooperation, milestones, decision points and deliverables.[1] The committee also replaced the business case’s “Protection of Coastal Douglas-fir Zones and Associated Ecosystems” section with “Wildfire Resiliency,” including a description of the recently completed Community Wildfire Resilience Plan and its land-use recommendations.[1]

The minutes record that the committee approved the three OCP business-case motions, with Trustee Harris opposed to each.[1] During discussion, Trustee Harris argued that the committee should prioritize proposed Bylaw 530, while Trustee Patrick said the OCP project would examine additional housing options and include wildfire resiliency.[1]
