The Salt Spring Island Local Trust Committee’s Official Community Plan review remains active, but its project consultants will not renew their contract for the next fiscal year, staff told a joint meeting with the Local Community Commission on February 26.[1] The consultants are to complete their current work through the end of March, and the committee is to review remaining draft materials and confirm project management and resourcing next steps in March.[1]
Staff said the consultants had committed to delivering key phases two and part of phase three, with phase one complete, and that draft phase-three deliverables were expected by the end of March.[1] Staff said an updated timeline for completing the OCP and land use bylaw would depend on options the committee chooses.[1]
The meeting also discussed how the Local Community Commission’s Integrated Housing Strategy could inform the OCP review.[1] A planner said formal referrals to other government agencies, including the Capital Regional District, are required during the OCP adoption process, with a 60-day referral period after first reading and before third reading.[2] The planner suggested the commission wait for an invitation from the Local Trust Committee before submitting recommendations, while saying staff were open to discussion.[2]
A commissioner said the housing strategy was expected to have a draft report in May and that the commission hoped to discuss it with Islands Trust before finalizing it.[2] A suggestion was made at the meeting to hold a joint workshop on the draft housing strategy and OCP.[1]
